The community center board gets mixed signals from Magellan Health Services about a refund of grant money.

1 Voice refers Magellan refund request to attorney

After getting mixed signals from Magellan Health Services about a request to refund grant money, the board of the 1 Voice LGBT Community Center has referred the matter to its attorney.

Jimmy Gruender, 1 Voice board chair, said he submitted a letter to Magellan in August that said his organization had determined that it owed a refund of $3,526 for a grant for an adult alcohol prevention program aimed at the LGBT community.

Magellan's request for a refund has been an issue since March when the agency cut off the grant after it determined that 1 Voice wasn't meeting its obligations for the program. The grant had been awarded in late 2009 and provided up to $10,000 a month that went toward 1 Voice staff salaries and rent.

Magellan asked for a refund of unspent grant money, but the agency and 1 Voice have been unable to agree on the amount owed. The figure suggested has been as high as $30,000.

Gruender said he asked that Magellan forgive the debt, considering the community center's fragile financial picture. Gruender said that in a letter dated Aug. 30, Merrick Morgan, Magellan's chief financial officer, agreed to the request. But two days later, a letter from Shawn Thiele, chief of child and youth services, rescinded the offer.

Gruender said that after Magellan officials failed to return phone calls, the matter was referred to the community center's attorney.

Other business at the 1 Voice board meeting on Sept. 26:

  • Philip McGuffie and Angela Harvey were named to the board of directors. Both said they had volunteered at the center in recent months. McGuffie was named to head the facilities committee. The resignation of Tate Eldridge was announced. After four months on the board, Eldridge resigned for personal reasons.
  • Gruender was named board chair, after serving as co-chair with Jason Posey, who recently resigned. Marisa Zelaya was named vice chair.
  • 1 Voice joined a coalition formed by LGBT Boomers and Beyond, which will be having monthly events at the center starting Oct. 18.
  • Starting in November, First Friday art walk events will be sponsored at the center by This Is H.O.W. The transgender agency recently moved into an office at 1 Voice.
  • The community center plans to apply for a Phoenix Pride Foundation grant to fund an archive project that would include video interviews related to local LGBT history.    -E
