Magellan seeks proposals for alcohol abuse prevention program

An agency that distributes funds for health programs in Arizona is hoping to restart an adult alcohol abuse prevention program aimed at the local LGBT community.

Magellan Health Services Arizona is issuing a request for proposals for grant funds for the program that was ended earlier this year when the agency cut funds that had been awarded to the 1 Voice LGBT Community Center.

Juan D. Aristizabal, prevention manager for Magellan, said that the program seeks to change behavior by promoting alcohol-free options at community events, training bar staffs on the law and launching a marketing campaign.

"We really think it's something we can address and change," he said. "We want to continue the work."

Aristizabal said that Magellan wanted to give LGBT community agencies the opportunity to apply for the funding.

Details of the grant application requirements are on Magellan's Web site and include requirements like experience with the LGBT community and substance abuse issues.

Aristizabal said the grant is funded by federal money that is channeled through the state Department of Behavioral Health Services. The grant would run through June 2012, with the expectation that it would be renewed for another year.

Although Aristizabal could not be specific about the amount of the grant, he said it would be similar to what 1 Voice received. Financial records show that 1 Voice got about $10,000 a month until March, when the funds were cut off.

Aristizabal said that the original program's biggest success was the creation of the Maricopa County LGBT Consortium in 2009. The Consortium conducted a needs assessment report and served as a coalition advisory group when the grant was awarded to 1 Voice.

But that arrangement fell apart early this year when it was determined that 1 Voice wasn't meeting its obligations.

Aristizabal said that Magellan is continuing to work with 1 Voice to determine the amount of a refund of grant money the agency has requested.

Magellan was to post the request for proposals at the end of September and will accept applications for six weeks.
